President & CEO
As President and CEO, Paul defines Cascade Civil Corp’s strategic direction, culture, and long-term growth. He leads business development, client engagement, and procurement efforts, with a focus on collaborative delivery methods such as CM/GC, CMAR, and Design-Build. Paul works closely with the COO and division managers to align company resources with project priorities, ensuring safety, quality, and efficiency across all operations. With over 22 years of experience in bridge, river, highway, dam, tunneling, utility, and marine construction, he brings both technical expertise and strong relationship-building skills. Paul champions innovation, integrity, and partnership—ensuring Cascade Civil consistently delivers exceptional results for its clients and communities.
Matt Steffens
Chief Operations Officer
As Chief Operations Officer, Matt ensures that every project is delivered safely, on schedule, and to the highest quality standards. He provides leadership to the Structures and Civil Divisions, working closely with division managers to align resources, staffing, and schedules with the company’s strategic goals. Matt oversees all field operations, project management systems, safety programs, and equipment utilization, fostering a culture of efficiency, accountability, and continuous improvement. With extensive experience on large-scale civil infrastructure projects, he bridges executive strategy with operational execution, ensuring Cascade Civil’s teams have the guidance, tools, and support to succeed.
Brenna Glass
Controller
Brenna brings more than 25 years of accounting and operations leadership in the construction industry, with expertise in GAAP-compliant financial management and process optimization. Recognized for her strategic thinking and collaborative approach, she offers deep experience in budget analysis, contract administration, and operational efficiency. Brenna has completed advanced leadership training through Harvard Business School, Rapport Leadership International, and other nationally recognized programs, and is dedicated to fostering a positive, high-performance culture at Cascade Civil Corp.

Tim Way, P.E.
Bridge/Structures Division Manager
Tim leads Cascade Civil Corp’s Bridge/Structures Division, managing the estimating, planning, and execution of all bridge and structural concrete projects. A licensed Professional Civil Engineer with decades of industry experience, he brings deep technical expertise in all aspects of bridge and structural concrete including pile driving, shoring, falsework design, demolition planning, foundation work, structural excavation, and retaining wall construction. Tim collaborates closely with clients, engineers, and field teams to ensure structural projects are delivered to exacting quality standards, on budget, and on schedule. Reporting to the COO, he also mentors project managers within his division and coordinates resources to meet project demands across the organization.
Dude Aylor
Project Manager
Dude manages Cascade Civil Corp projects from preconstruction through final closeout, ensuring each is delivered on time, within budget, and to the company’s high quality standards. He coordinates with clients, engineers, and field crews to develop schedules, manage resources, and resolve challenges as they arise. With a focus on safety, cost control, and clear communication, Dude provides leadership in the field while maintaining strong relationships with all project stakeholders. His proactive approach ensures projects run smoothly and achieve exceptional results.
Stephanie Gutierrez
Project Engineer
Stephanie supports Cascade Civil Corp’s project teams with technical expertise in planning, scheduling, cost tracking, and quality control. She prepares CAD models, coordinates submittals and RFIs, develops cost forecasts, and manages change documentation to keep projects on track and compliant with specifications. With experience on large-scale infrastructure projects involving complex underground utilities, concrete structures, and roadway work, Stephanie plays a key role in delivering projects safely, efficiently, and to the highest quality standards. Bilingual in English and Spanish, she brings strong communication skills and a collaborative approach to every project.
Isaac Rauch
Project Manager
Isaac leads Cascade Civil Corp project teams through every stage of delivery, from estimating and procurement to execution and closeout. He works closely with division managers, superintendents, and subcontractors to align project goals with operational priorities, ensuring safe, efficient, and high-quality outcomes. Known for his attention to detail and collaborative management style, Isaac keeps projects moving forward by anticipating needs, addressing issues quickly, and maintaining transparency with clients and partners.

With over 25 years of experience spanning bridge construction, shoring, pile driving, roadwork, and stream restoration, Rick is known for his ability to solve the most complex and challenging project issues as well as high production and precise execution. When the work gets tough, Rick is the one you want leading the crew.
Wes Urban
Superintendent – Bridge/Structures Division
Wes brings 15 years of expertise in structural concrete, bridge construction, shoring, pile driving, DOT highway work, bridge retrofits, and advanced concrete processes and materials. Wes excels in building strong teams and mentoring future leaders. He is equally adept at managing subcontractors and Cascade Civil crews to deliver exceptional results.

With more than 25 years in the industry, Chris is a stable, organized, and focused project leader. His expertise spans concrete flatwork, ADA compliance, DOT contracts, and large commercial site work. In his six years with Cascade Civil, Chris has built a reputation for quality management and meticulous project closeout, ensuring every job finishes strong.
