Cascade Civil is a full-service general contractor with expertise in all aspects of concrete and excavation.  Our team of 30+ professionals has built some of the most complex and exciting projects throughout the state of Oregon. We believe that the companies’ commitment to our People, Integrity, Collaboration, and Service has led us to be the premier contractor in our field.  To date, Cascade Civil has completed projects totaling over $30 million, with a diversified project portfolio including river restoration and reconstruction, complex structural concrete, flatwork concrete, road and sidewalk reconstruction, irrigation facilities, bridges, and more. We have partnered with top-notch engineering firms, municipalities, and clients in the public and private sectors throughout the State of Oregon.

Paul MacClanahan
President

Paul’s 21 years of construction leadership and wide range of Heavy Civil Construction experience has been earned on projects throughout the west coast with emphasis on bridge, river, highway, dam, tunneling, utilities, and marine. Paul’s leadership, integrity, commitment to collaboration, and ability to build positive relationships has been integral to the successful completion of projects of all size and complexity. He is particularly passionate about collaborating on design-build, progressive design-build, CM/GC, or design assist contracts where he can assist in constructability reviews that add value to customers through innovation and efficiencies. Paul is a graduate of California State University Sacramento with a major in Construction Management and a minor in Business Administration.

Matt Steffens
Operations Manager

Matt has spent the last 14 years working along the West Coast building and managing major infrastructure, site development, demolition, and restoration projects with contract values ranging up to over $700 million. Matt’s wide range of experience has been developed by building multiple bridges, highways, overcrossings, site developments, underground utility services, and river restoration projects throughout California, Oregon and Washington. Matt’s incredible passion for the outdoors and wildlife, coupled with his desire for innovative and sustainable infrastructure development, provide the driving force behind his projects. He brings with him very skilled building and management fundamentals, as well as solid engineering principals and a team focused approach to all his projects. Matt is a graduate of California State University Sacramento with a major in Construction Management and a minor in Business Administration.

Stephen Moor
Chief Financial Officer, CPA

Stephen began his career in 1999 with a public accounting firm in Portland, Oregon. In 2007, after working with CPA firms in Portland and Central Oregon, Stephen transitioned to the construction industry, where he has served as the accounting and finance lead for multiple commercial contractors in Oregon and Washington.  Stephen first worked with Cascade Civil Corp as an outside accountant in 2019, and he joined Cascade Civil Corp as CFO in 2024.  Stephen is a graduate of Linfield University with a major in Accounting. 

Dude Aylor
Project Manager

Dude possesses an unparalleled ability to navigate the intricacies of large-scale projects while fostering a collaborative working environments. Beyond the workplace, he's an outdoor enthusiast, finding adventure in white water rafting, snowmobiling, and exploring tropical destinations with his family. Dude's academic journey began at UCLA, culminating with a Construction Engineering Management degree from Oregon State University. 

With a wealth of experience and an unwavering dedication to excellence, Dude Aylor Leads his projects from the front, taking on challenges and finding opportunities for success.

Cindy Cohn
Office Manager

Cindy leads the Cascade Civil front office. Highly motivated and quick witted, Cindy takes care of all payroll, benefits, and record keeping for our entire team of employees and projects. A Highly valued member of our team, Cindy ensures all company communications and compliance reports are completed with accuracy and timeliness.

Chris Robinson
Superintendent

Chris is a leader who supervises and manages multiple aspects of day to day construction activities. He fulfills field level operational oversite on varying projects and scopes. Chris has the ability to collaboratively solve project issues in the field, coordinate all phases of the construction process, and communicate effectively with engineers, inspectors, and clients. Chris brings a positive outlook, high production drive, and a safety minded focus to all his projects. 

Dustin Tatina
Equipment Superintendent

Dustin oversees all Fleet Management and GPS operations at Cascade Civil Corp. Responsible for an ever-growing fleet of state of the art equipment and GPS technologies, Dustin has proven himself a powerful leader in the company. An ever evolving professional, Dustin takes the opportunity to learn, teach, and bring those up around him with the utmost diligence and care.  

Brandon Watkins
Foreman

Brandon is a True concrete foreman. Whether his crews are placing a large slab on grade, installing city sidewalks with ADA access improvements, putting down curb and gutter in a commercial development, or pouring a long retaining wall, Brandon and his crews will perform with high standards of Quality, Safety, and Production.

Pat Vargas
Foreman

Pat leads the Cascade Civil curb and flatwork crews through some of the most challenging, unique, and schedule driven projects around. Pat’s crew can be seen on concrete paving projects, curb ramps, and following their Gomaco GT3600 placing curb and gutter. Pat is a true leader who embodies the “Whatever it takes” mentality.
